the shade of his eyes turns from blue into red, I see him shaping words but the silence is dead,

Well the lyrics say it all really,there is not really any ambiguity here at all. It is a song about conscience and the lack of it,that hopefully there are enough conscientious and 'seeing' people around to guide us on and through the darker elements in our nature!
